Create a webhook

Creates a webhook (at most 10 per team). The URL must use HTTPS and must not point to private or internal addresses. The response contains the signing secret (secret, whsec_…) — it is only shown here. filters is optional (see /guides/webhooks#filtre).

An event where e.g. the municipality cannot be determined is not sent when filtering on municipality. At most 5000 values in total.
