Create an IP binding

Binds a public IP address to the team. Requires Basis, Pro or Enterprise (otherwise 403). The binding inherits the calling key’s scopes, and an IP-locked key can only bind its own addresses (otherwise 403). Private, reserved and internal addresses are rejected (400); an address that is already bound gives 409. The binding becomes active once one call has been made from the address with a regular key (see next_step). Requires a live key.
